'Sultan' is just a fictional character created for the movie. It may have taken inspiration from wrestlers but it is not based on any single guy. I repeat, there is no actual person named 'Sultan', no such famous wrestler in Haryana. When the director says 'based in haryana', it means the character of the movie is based in Haryana.
